"Clean and Clear Cyberspace, Together Building the Anti-Drug Defense Line" National Chemical Industry Clean Internet Initiative

Currently, the issue of criminals using chemical platforms to seek and purchase non-scheduled precursor chemicals for drug-related illegal and criminal activities has become increasingly prominent. This has severely disrupted market order and damaged our national image. As a vital pillar of the national economy, the chemical industry shoulders a critical role and mission in anti-narcotics efforts. Actively participating in drug control is the bounden duty of every industry practitioner. To curb the spread of drug-related problems in the chemical sector and effectively safeguard the healthy development of the industry, we hereby issue the following initiative to the national chemical industry and all its practitioners:

1. Keep the nation's vital interests in mind and consolidate the ideological foundation for compliance.

The entire industry must strictly abide by all laws and regulations formulated by the state and relevant competent authorities. We must earnestly fulfill drug control responsibilities, maintain industry security, fortify anti-narcotics defense lines, and strictly enforce industry self-discipline. We must standardize the release of information regarding non-scheduled precursor chemicals, integrate anti-narcotics efforts throughout the entire chain of the chemical industry, and incorporate them into corporate internal control and risk management systems to further solidify our ideological defenses.

2. Abide by the bottom line of compliance and prevent the risk of information abuse.

The entire industry must assume the primary responsibility for information content management. When publishing chemical information, there must be strict adherence to all laws and regulations. It is strictly forbidden to publish or imply, in any form, sales or technical information that may instigate or mislead illegal use. The use of code names, jargon, or hidden language to evade supervision must be absolutely eradicated. Information releases should guide legal and compliant industrial applications, promote safe operational standards, and positively publicize scientific and technological achievements, ensuring correct orientation and authentic content.

3. Strengthen prudent verification and block abnormal transaction chains.

The entire industry must heighten its awareness of compliance reviews and risk prevention. In transactions involving non-scheduled precursor chemicals and related sensitive substances, we urge enterprises to implement prudent customer background checks and procurement purpose verification procedures. High vigilance and enhanced verification are required when dealing with trading partners who possess suspicious qualifications, exhibit abnormal procurement behaviors, or state unclear purposes. Enterprises are encouraged to establish internal early-warning mechanisms; if risks cannot be definitively ruled out, transactions must be resolutely declined and promptly reported to the relevant authorities.

4. Pool industry synergy and build a collaborative governance framework.

Maintaining the overall image of the industry requires the collective effort of every enterprise. We propose that the entire industry strengthen communication to form a synergy in identifying risks and sharing experiences. Industry associations should better play their role as bridges by organizing policy briefings, issuing risk warnings, and facilitating practical exchanges to enhance the industry's overall capacity for risk identification and prevention. We support industry media and information platforms in spreading positive energy and widely publicizing the achievements and contributions of China's chemical industry in safety, green development, innovation, and compliance governance.

5. Adopt a global perspective and contribute wisdom to industry governance.

The online words and actions of China's chemical industry directly impact our national image. We urge enterprises to consciously uphold high-standard compliance requirements and standardize information releases when conducting international business and exchanges. We should proactively utilize international platforms to objectively and professionally articulate China's effective measures and achievements in the chemical and anti-narcotics fields, share the sustainable development concepts and practices of China's chemical industry, and contribute Chinese wisdom to global chemical safety governance.
